1. India Unbound: From Independence to Global Information

  • 1) "Something tremendous is happening in India, and Das, with his keen eye and often elegant prose, has his finger firmly on the pulse of the transformation. His stories enliven what could easily have been a dull piece of economic history. Das had a ringside seat at the events he describes, and the result is an engaging account that moves easily from the big picture to the telling anecdote. Part memoir, part journalism, and part history, the book begins shortly before independence and continues until the new millennium. "The theme of this book," he writes, "is how a rich country became poor and will be rich again."

India Unbound is a great mixture of memoir, economic analysis, social investigation, political scrutiny and managerial outlook being thrown into the understanding of India. It is not easy for a book of this kind to work, but in this case it actually does. In terms of the temper of the book, the fact that Gurcharan Das is happier with the world does makes a difference. He is both critical as well as optimistic and I think that combination works well. There is a positiveness of approach that breathes through every page, and the view of India that emerges is optimistic but it is not unrelated to criticisms of early periods, [the decades after Independence], and at one or two places I would even say that he may have over-criticized things.   • 6) The revised edition of Mr Das's book, India Unbound, is at the top of the country's best-seller list for non-fiction, tapping into a vein of renewed self-confidence and national pride that is itself a central theme of his study. Part memoir, part history, part travelogue, part polemic, India Unbound dissects the failures of the country's Nehruvian socialist experiment and vividly describes the changes that are transforming the daily lives and outlooks of the country's 1bn people. Mr Das's central argument is that India's market reforms, which began in 1991, are proving as revolutionary as Deng Xiaoping's embrace of capitalism in China in 1979--it is just that they are occurring more slowly and have so far failed to generate as much outside interest… In fits and starts, he argues, India's liberalising reforms are slowly unleashing the country's "animal spirits" and will eventually lead to its emergence as one of the world's great economic powers. By 2025, he predicts, India could have increased its share of global output from 6 per cent to 13 per cent, making it the third largest economy in the world. While India may never roar ahead like the Asian tigers, he argues, it can at least advance like a wise elephant, moving steadily and surely, pausing occasionally to reflect on its past and to enjoy the journey.

  • 6)" I now regard Das as the most perceptive analyst of contemporary India... Das suggests, while capitalism is developing, the 'dharma' of capitalism has been given short shrift. This 'dharma' is more than just the 'rule of law'. It is a combination of transparent and efficient governance and 'trust' between the various segments of society and the market. It is a liberal cause that Das espouses. Indeed, the book's subtitle could well have been reversed. Das makes out a 'liberal case for a strong state' as much as he makes a 'strong case for a liberal state'. At the least, a liberal and strong state must deliver...transparent and rules-based decision making in government with no arbitrary powers being vested in government officials and ministers, and a speedy and efficient justice delivery process. An arbitrary executive and a slothful judiciary have given a bad name to governance. He suggests that the first step has to be the creation of a powerful liberal voice and platform and he seeks inspiration from the now defunct Swatantra Party. A second best would be for India's national parties to, in fact, walk their talk about being truly democratic parties with liberal principles. That is clearly a national project worth pursuing and Das's book would inspire anyone who feels this way."

  • A well meaning article;nevertheless, I am tired of all this talk on administrative reforms. To effectively change the system,we must do away with the present priority of targeting people. In India, the overwhelming majority believe in penalty based preventive measures. Its somewhat like the intoxicant industry. Excise duty is a far more effective deterrent to consumption than making alcohol itself illegal. An impact on a macro scale is made by decreasing the incentive to buy alcohol through economic and not political means. Similarly, governance is ruled by economics;as long as a niche exists for inefficiency and corruption;these will continue to exist unless the niche itself ceases to be. We should instead target the system; which is well and truly outdated and rotten. Government-citizen interfaces should be improved. The politicians should stop blocking all proposals on e-governance just because it increases transparency(consequently decreasing their income). This is how the countries you cited, i.e. UK and Australia have championed reforms. In India, we have an unhealthy quick-reaction based political system where people want results immediately. We must realize that all 3000 or so members of the IAS will never be squeaky clean. We can make an overwhelming majority more efficient by reducing inefficiencies and faults in the system. Again this is a catch-22 situation; because such a move will be blocked by politicians.

  • Dear Sir, i have read both your books-India unbound and difficulty of being good. And i am a big fan and admirer of your thoughts. I have seen all shows on Bloomberg regarding DOB and your videos on YouTube. in fact i look at you as one of my intellectual ideals wait for your new book almost every week. But i don’t agree with your views here. Please pardon me for that. I don’t stress upon religion. But when shivaji maharaja rose against Aurangzeb, we call it a sort of freedom struggle. Any good king or emperor must not do injustice to his people. Aladdin Khilji, Babar, Aurangzeb and many more kings did injustice to Indians in their respective time (of course on the basis of religion). They destroyed temples and much more. Destroying temples was an act analogous to imposing jajiya taxes, killing hindu pundits, looting their own people, killing their own fathers for the throne. Today we are a nation trying to stand tall after 1000 years slavery. I am a secular person. But I hate pseudo seculars, because they are like Jaichands and Amichands of this era and it’s a coincidence that Jaichand, Amichand, Barkha Dutt are hindus too. Javaharlal Nehru was the first Indian (its an accident that he was hindu) after 1000 years to lead Delhi since the demise of Prithviraj Chauhan-the last Indian(its an accident that he was a hindu too). These are mere coincidences. So in a nutshell, all other s were foreign invaders. Babar , Khilji and Aurangzeb were as cruel as Changiz Khan, Ahmed Abdali, Nadirshah and Taimur. They killed Muslims too. Babar and all simply stayed in india so our wealth didn’t go outside India. Kutubuddin Aibak killed thousands of teachers in Nalanda, destroyed valuable hand written original texts and destroyed the university. Now it is again a coincidence that they were Hindus. What angers people like us is that some parties play vote bank politics. There is a difference between restoring Indian pride in somnath, nalanda, takshashila, ayodhya and talking about the whole perspective as anti Islam. This set of people in media, politics try to leverage whole issue as being SECULAR. Even India and Hindu both have similar origin-india from Indus river and Hindu from Sindhu. Why these people don’t accept this fact. If you restore Nalanda University you will have to restore Mahabharata and Manusmriti in its libraries. Is it anti islam? No. it is pro India. We hate babar so we hate Lord Clive but WE LOVE SHERSHAH SURI. WE LOVE IBHRAHIM KHAN GARDI. WE LOVE ABDUL HAMEED(param veer chakra). WE LOVE AAMIR KHAN. When we make 3 idiots a blockbuster these pseudo seculars don’t talk about it but if we will try to restore Nalanda pride they will remind us as that we are hindus. No we are Indians. For god sake tell them- don’t do this. It’s very simple that everything that these invaders broke should be restored in its original shape whether it’s a university, palace, parks or temples/mosques. We can’t restore lives they repressed but by restoration of all other things we can restore a nation betrayed.

  • I agree with Mr.Das Regulation is a solution. Alongside we need to reform our legal systems related to industrial disasters and find a way to make the top management accountable for loss of human life. Only top-down approach to safety standards works in our country. Media has a role to play in moulding public opinion towards achieving the needed reforms through public debate and awareness campaign. Simply blaming MNCs for their double standards is not going to help. We must set our house in order first. Nuclear Liability bill to be cleared in our parliament is another case in point.

  • I agree with Mr. Das that our government is the biggest obstacle in India's progress but I completely disagree with the example that he has chosen. Monsanto is known for its fraudulent activities for which it has been thrown out of many countries. In a corrupt country like India, it is very easy to manipulate people and institutions for a report or a certificate. Therefore, to rely on such findings and allow the introduction of these seeds could be fatal. Also, there are major problems with the way these seeds are introduced in the market creating monopolies. Moreover, there are many varieties of brinjals available in the market today which do not have any of the problems for which Monsanto apparently spent nine years in research. We must also keep in mind that brinjal is neither a staple nor a very important vegetable for whose seeds we need to pay a monopoly its monopoly price for ever and ever. Considering that Mr. Das is a very important opinion-maker in India, I do hope he will exercise greater caution before writing up something like this.

  • Nice read. In my opinion, the current-day Indian psyche is more averse to taking risks than ancient India. For example, after visiting the Museum of Toilets in Delhi, the curator explained to me the inventive nature of ancient India that led to the creation of the modern-day sewer system. Hence, I wonder whether we are getting more modern or simply trying to get back to the level of modernization that created this great nation. The problem with the Indian leadership is that Entrepreneurship is not scene has a specialized skill. Even in "Ivy" league colleges like FMS, Entrepreneurship is not an elective in the final year of MBA. There needs to be a push from the top and then supporting elements need to align. This is a lot easier in an organization than a country. But, it can be done! I also hate the fact that someone who has exerted so much energy in inventing something of value has to let go of it, because of what seems like - a whim!   • I agree that CSR is a bane for company shareholders, and is recent phenomenon that needs to end. However, the needs of the underprivileged are so dire in India, that anyone that joins the social help bandwagon is welcome. Seen in that lens, CSR in India can be justified till atleast we reach a respectable per-cap income level.

  • Sir, Many a times it is difficult to be good and do social service. Strictly in confidence and taking guard against being charged for Contempt of Court for being seen as interfering and obstructing in the course of justice in connection with a legal proceeding, the lawyers restrain themselves from assisting the court, as the Court may demand Vakalatnama or the litigating parties may presume the act to be furtherance of selfish motive by lawyers, even when the lawyers freely and voluntarily intend to assist the court in an unrelated matter. Recently, while waiting for my case, I felt that in the on-going in the High Court, the government counsel was presumably not updated on certain corporate law provisions and I hesitated in pointing it out to the Hon'ble Court. In a consumer court, I took initiative to point a National law forum judgment to district consumer forum and the president asked me to first bring Vakalatnama. Since, I was appearing in another matter, I just sat down and apologized to the court.

  • resp sir, Your article always gives me some different approach of thinking and i don't want to miss any one of them, The issue you have discussed here is very interesting and i found quite touching in my situation. I have completed M tech (mechanical) from IIT-ROORKEE, and i already established a firm providing CAD-CAM designs for SME's at INDORE since last 6 years, right from first year of my B tech. degree, I am passionating about my work and as a result of that, it has good revenue, the problem i feel while doing the things against the flow, people i found at IIT, always discourage a growing entrepreneur, and we have to bear criticism and comments as you wrote in the article “They are blamed for making us materialistic and consumerist, for promoting selfishness and greed”. CSR should be relabelled ISR, Individual Social Responsibility, and each of us, as individuals ought to feel the need to give back. How can yudhshthar stake her & when there was debate in sabha and Bhishma explaining and later karna explaining , but issue of dharma was discussed but only arjuna had right to stake her and this issues is not debated I also read Shivaji Sawant Yugandher & Mrituyanjay , and I also read your book ,in fact i almost re read Mrituanjay second time along with your book and it makes interesting reading ,I understand bhandarkar insititute in Poona has huge crtical work done on Mahabharata and you have made some reference of this work .   • I'm currently reading your book 'The difficulty of being good'. Congratulations for such a great book. In the above artice I find the following lines notable 'A company’s social responsibility is to make profits legally, not to harm nature, and uphold the highest standards of governance' Well said. But do you think it is practically possible to ensure that every corporation follows the above laws. I dont think so(atleast not in India today). Isn't it the Corporation's(Sorry I'm taking it as a human) dharma to negate its vices. E.g. A corporation which causes a lot of harm to the environment(and there a many!) can engage in a CSR activity to protect the environment. Atleast until we have the ideal world where every coporation is following the above mentioned laws!

  • In U.P, we have a concept of "UDAKA DAL" or the "Flying Squad". They are a group of people who get active at the time of Board Exams. They will unannounced vist an examination center and get hold of the students cheating or the teachers assisting in such activities. Why not apply the same concept for keeping an eye on the highly-paid Govt Teachers? Or may be make use of some technology to know whetehr the classes are being held regularly or not!!! Gopal

Though the concept of liberty has been pondered over yet I feel there is little correlation of women emancipation with financial (or economical) soundness. For that matter only, Punjab has highest per capita income and one of the highest literacy rates, yet highest number of female foeticides and the lowest sex ratio is seen in the region. With financial and educational soundness has come the opportunity to go for these high cost and technically advanced ways of killing the fetus. This particular observation is just an extension to what the author is saying......

  • I agree to quite an extent. But only one issue is, when we auction the reserves let be Coal, Iron Ore or any other mineral, will it not increase the cost of production ? and it will be passed on the the poor consumer. The laeses and licenses should be done away with but some other fool proof system should be evolved. PPP is not bad but it will increase the cost which the consumer has to ultimately bear. First remove all the subsidies and thefts.

I have tried to tread that path. this time, when i went back to IIC, the chair he used to sit on, was empty. Today, when you were a bit irritated by a mobile phone in a youtube video (of your talk at CII), I could feel why the seat was empty. I am happy that at last, I could see a person who was talking of Mahabharata, an ecosystem of texts. I am pretty young and inexperienced as compared to you but I have spent my last ten years with this text. recently, I did a monograph on a contemporary avatar of Mahabharata, which I think is a film series called Decalogue by kieslowski. We are it.” The epic has given me great enjoyment in the past six years and I have become a Mahabharata addict.   • Mr Das I have been reading your blog off and on and it is a pleasure to read. Like you I too enjoy reading the Mahabharata and have seen atleast one of its western production as well as enjoyed watching the parts of it on S. Benegal's Bharat ek Khoj. I am not particularly religious (am not even a Hindu) but am a proud Indian and believe the Mahabharata is one of the greatest stories ever told (perhaps I am not smart enough to appreciate him but find Homer above average but overrated. ;-) ) IMHO the way to popularize the Mahabharata is to free it from the religious clutches. I never read it as a religious book (Gita as a philosophy is fine with me) and if we all start believing it is a non religious neutral epic in which all Indians can take a justified pride in, then what more can we ask. Hint: May be if an iconic writer, scholar will take up this challenge to repackage it and market it in a more secular version then it can become a legacy for all Indians. ;-) Regards

  • Dear Mr. Gurcharan Das, I really liked your above article "Why the future belongs to India", but I fail to understand why do we compare ourselves to China (which is not a democratic state), why don't we compare ourselves to other successful democratic states such as Japan, South Korea, E.U. Countries and other such states who not only have created sustained growth rates, but also offer quality of life to its citizens. I feel the difference between citizens of all these successful countries is that they have great civic values and commitment to their countries. I have worked for couple of Multi-national companies and also interacted many of them (mainly European & Japanese) I see Germans, Korean, Japanese, etc. first using the products produced by companies of their own country. They are proud of their country and support their entrepreneurs, while we Indians are opposite, we are not proud of our country (but we boast a lot), we are not proud of our own enterprises and at every opportunity want to buy "imported" products (including inferior Chinese products). Our growth 6 % or 12 % or more is just like paper degree that we get from our universities, we just get paper not knowledge. The important question is, that is the growth a manipulated statistics or does it really improve the quality of life of citizens of our country.

  • Government employees receive high salaries.They are getting periodical raises in TA DA etc that protects them against inflation. Is the governments responsibility ends by protecting just its employees? what about people living below poverty line and other middle class people? Is it justified to offer such high salaries to g employees when people like farmers and weavers are committing suicides in villages? Why governments are not giving the minimum support price for farm produce but gladly increase g employees salary by thousands that too repeatedly? Can all this be challenged in a court of law?   • I've been reading 'The Difficulty of Being Good'. A wonderful journey for me . I can only imagine what the original journey for Shri Das must have been like. There were some surprises however e.g., no chapter on Vidura. Perhaps 'the difficulty of being good' is recognized as applicable only for the powerful. This to me was a great surprise. The lives of Sonia Gandhi and Ambani being interrogated as possible "karma yogis" was another surprise. I was just thinking - would anyone in the 30's or 40's have interrogated Lord Irwin or someone like that against a potential karma yogi yardstick when Gandhi was available? Among the various modern people who figure in the book, I was disappointed to note the conspicuous absence of any mention of NR Narayana Murthy who in his work has tried to negotiate his way thru the 'difficulty of being good'. I'd have expected Shri Das as a top executive would have taken cognizance of that. It's a wonderful book for all that and written by a higly sensitive and thinking Indian - therefore a great personal experience for me. In the ultimate analysis, I was left wondering what might have been the result if Shri Das had not spent the time in Chicago. The Chicago School as an anthroplogical and Indological specialty facility is, despite its much wonted Sanskrit expertise, is ultimately an imperialist enterprise. Assuming this book could still have happened without that sabbatical, it would certainly have been different. I'm intrigued at the possibilities.
